I have yet to find a camera that takes decent night time shots. Does any have any reccommendations ( for under $250))?

I too am not very good at taking night time pictures although I have a pretty decent camera from Sony. Thething with taking pictures is practcing a lot and making lot of errors until you know what is right for you and the camera.....
Night tme pictures are especially difficult when you have to capture the essence of things in the dark...
hope you get some good camera suggestions...I would say go for the branded ones....

I think you're right about practice. There are features on the camera I've had for a few years that I have yet to use, and I'm not sure I actually know how to use them effectively.

I have a pentax optio which has a good night mode. The thing is with these is that you need to keep the camera steady because of the longer exposure time, and if you don't you get some very odd pix indeed..

There's a Fujifilm J250 W coming out that gives you 3200 ISO and a bunch of other good stuff for $199. Tiny little thing the size of a Pentax Optio, like I have, but fully loaded, as they say, with image stabilization, huge LCD screen and 5x zoom. Should end your difficulties with night shots from a plane.
